If a person dies before the sun sets on the night before `Eid, he does not have to pay Zakat Al-Fitr, because he died before it became obligatory.

There is nothing wrong with giving Zakah before one full year has passed, one or two years in advance, if a good purpose will be served by that, and it is given to a deserving poor family on a monthly basis.
